MP offices
You nominate and sponsor staff whose roles or development priorities fit the program.
The Parliament is entering a new period, and the people who work in its offices are looking ahead to their next role. Five days of practical training in planning, organization, supervision and complete staff work, and responsible use of AI, so staff do better work now and are ready for the regular Parliament. Four days are face to face, and the fifth is a virtual bonus day.
Preparing parliamentary staff well serves the institutions they work in and the people those institutions serve. Staff are looking ahead to their next role, and the skills they build now also apply to their present assignments.
An MP's work in legislation, oversight, representation and service to constituents depends on the office behind it. Careful planning connects the MP's priorities to work that can be carried out. Complete staff work gives the MP a recommendation backed by evidence and a clear look at the choices. Good supervision lets staff know what is expected and get feedback before a submission reaches the MP. Together they cut avoidable rework and make an office's support dependable.
The wider purpose is public. The 2nd Bangsamoro Development Plan calls for responsive legislative services and accountable government. Offices that take public concerns seriously, prepare informed advice and follow through on decisions help build confidence in self-government.
So the Masterclass is built around the work staff actually do, and each participant completes five work outputs, one for each day, and keeps the Participant Handbook, a practical reference for parliamentary work. The dates, timetable, venue and joining instructions are confirmed with each batch.
Batches in 2027 will also be conducted in collaboration with MP offices.
The Masterclass is for Member of Parliament offices that want to develop their staff, and for current and prospective parliamentary staff. Whether you research and prepare recommendations, coordinate assignments, or handle public information and constituency requests, each day connects to work you recognize. Participants are 18 or older. The Masterclass does not promise an appointment or a promotion; those decisions stay with the responsible office.
You nominate and sponsor staff whose roles or development priorities fit the program.
You work in an MP's office and want clearer plans, steadier supervision and recommendations the MP can act on.
You are seeking appointment in another office or a promotion, and want to explain your experience for the role you want.
You aim to join a parliamentary office. Without an office of your own, you practise in a fictional one, MP Moro's Office.
The days follow the work of an office. Day 1 develops a plan. Day 2 connects it to responsibilities and capabilities. Day 3 turns an assignment into a reviewed recommendation. Day 4 examines recurring operations and the help AI can give. Day 5 helps you explain and develop your contribution. Each day is eight scheduled hours, 40 in all.
Every day has its own chapter in the handbook, with the lessons of the day, a practice scenario in MP Moro's Office, and the output you complete.
Each day ends in an output you complete: a canvas, a profile, a workflow or a set of cards. Participants use guided forms and examples, explain their choices and improve selected work after feedback. Teams prepare most of them together, and each participant records their own contribution. Afterwards, offices can adapt the tools to their own assignments and review arrangements.
Day 1, with your team
A shared canvas that turns the office's priorities into a plan, and plans one bill for one of those priorities.
Day 2, on your own
Your office mapped into its divisions and positions, your level in each competency, agreed with your supervisor or a mentor, and a plan to build one your role needs.
Day 3, with your team
How an assignment is developed into work that can be reviewed, with each participant recording their own review decision.
Day 4, with your team
A workflow for a recurring task: define it, check readiness, propose a pilot, design the operating path and test an exception.
Day 5, on your own
Answers about your experience, built on situation, task, action, result, contribution and learning, for interviews and promotion.
Day 2 and the days after it use one competency framework for Bangsamoro parliamentary staff. It helps you see what each assignment asks of you, assess yourself against observable work, and agree on support with your supervisor. Not every role needs the same mix.
Five competencies: thinking, communication, collaboration, Complete Staff Work, and public service and cultural competence.
Five competencies: systems change, trust, disciplined execution, team development and leading change.
Eighteen competencies for the fields of office work: political, legislative, oversight, and public information and media affairs.
Nine competencies, from awareness and foundations to staff and supervisory application, and operations and governance.
The handbook follows the work from planning to professional development, so the Masterclass keeps helping after the last day. It is written for current and prospective parliamentary staff: you learn methods, examine examples, practise with colleagues and improve your work through feedback.
You learn methods, examine examples, practise with colleagues and improve your work through feedback.
Teams complete the work together, and each participant keeps their own reasoning and revisions visible. AI assists, and appointment and promotion decisions stay with the responsible office.
Staff who support one another and the Bangsamoro Parliament, through the Active Citizens approach.
What AI can and cannot do for parliamentary work, which information it may use, and why responsibility stays with a person.
Decide whether a task suits AI help, then use it in staff work and supervision, checking every result before it goes further.
Judge whether a recurring task is ready, test it in a limited pilot, and decide who reviews it and when to stop it.
AI assists a task; evidence, analysis, review and approval stay with people. The exercises use a fictional case and do not authorize live use of AI or of sensitive office information.
The four face-to-face days are required for the certificate. Day 5 is a bonus: if you attend it, it is recorded separately on your certificate. The certificate shows that you took part. It does not certify workplace proficiency, and appointment and promotion decisions stay with the responsible office.
The regular fee for the Masterclass is ₱10,000 per participant. The earlier you enroll, the less you pay: the first 20 slots are ₱2,500, which is 75% off, the next 30 are ₱3,500, the next 30 are ₱5,000, and the next 30 are ₱7,000. The materials and tools for the five days are included. Meals are paid separately, and offices can sponsor their staff.
Enrollment for the first batch runs until 15 October 2026. Enroll on your own, or have your office nominate and sponsor you. Tell us who is joining and we reply within 48 hours with the next step.
